Startups in Bhubaneswar: what the practice actually looks like

Bhubaneswar's ecosystem is deliberately built rather than organically grown. The state's startup hub in the Infocity area, together with one of India's larger university-attached incubators, provides most of the scaffolding here — desk space, mentoring, small grants and a startup policy that offers reimbursements and seed assistance. Talent comes from KIIT and the engineering colleges of Odisha plus the NITs nearby, and the resulting companies tend to be genuinely early: pre-seed, small, often two founders and an intern working on edtech, healthtech, agritech or mineral and logistics software. What the city lacks is capital depth. There are few local angels writing repeat cheques and no resident institutional funds, so the gap between a grant-funded prototype and a real seed round is where a lot of Bhubaneswar startups stall or relocate. Founders who make it through are usually the ones who found paying customers outside Odisha early.

Bhubaneswar is Odisha’s administrative and technology capital, and the two roles reinforce each other. Infocity at Chandrasekharpur hosts IT services companies and campuses, Patia is dominated by a large private university ecosystem, and Mancheswar carries the light industrial base. Odisha’s mineral and metals wealth means many head offices and consultancies serving mining and steel are based here rather than at the mine sites.

Odisha holds a very large share of India’s iron ore, bauxite and chromite reserves, and Bhubaneswar functions as the state capital where that industry’s administration and services concentrate. The city has also emerged as one of eastern India’s notable IT and higher-education centres, anchored by Infocity.
