Consultants in Delhi: what the practice actually looks like

Delhi consulting sits at the meeting point of central government and corporate India. A large group of independents work the policy and regulatory side — representations to ministries, sector position papers for industry associations like FICCI and CII, subsidy and PLI scheme applications, competition and trade filings — and the proximity to Nirman Bhawan, Shastri Bhawan and the regulators is the whole business model. Another group serves the development sector: monitoring and evaluation studies, baseline surveys and programme design for multilateral agencies, CSR foundations and large NGOs headquartered here. A third works corporate strategy and market-entry for firms setting up an India presence. Many are Big-4 or ministry alumni who went solo mid-career and monetise institutional memory more than tools. Work arrives through tenders, EOIs and closed panels as much as referrals, and proposals routinely need technical and financial bids in a prescribed format.

Delhi runs on trade, government and professional services. Nehru Place is one of Asia’s best-known IT hardware markets, Okhla and Naraina hold a dense band of small manufacturing and printing units, and Connaught Place remains the address consultancies and law firms want on a letterhead. A very large share of the city’s businesses are family-run trading firms dealing with buyers across north India.

Delhi has one of the highest per-capita incomes among Indian states and an unusually service-heavy economy — trade, hotels, transport, communication and business services dominate over manufacturing. Government and PSU procurement anchors a whole ecosystem of vendors, contractors and consultants that lives on formal correspondence.
